Odesk is a great resource for freelancers and if you want to hire freelancers in a myriad of jobs and skills. Web designers, programmers and even administrative assistants. There are tests involved in their certifications, you don’t just say you’re qualified and get these. They’re linked to my profile on oDesk where I can be hired.
